Development incentives are tools the City uses to direct funds to development opportunities that promote revitalization and housing initiatives like missing middle housing, affordable housing, universal design, accessibility, and downtown revitalization.

The City of Yellowknife’s Development Incentives have been developed to encourage unique investments that promote specific types of developments and improvements within the city. These new development incentives align with Council’s Strategic Direction for Housing for All, Growth Readiness, Livable Community, Resilient Future and Robust Economy.

Application Process

  1. Step 1: Schedule a Pre-development Consultation 

    Applicants are encouraged to contact the Planning & Development Department to book a Pre-development Consultation at (867) 920-5600. This meeting will help determine which development incentives best fit your project.

  2. Step 2: Apply Early

    Funding is limited. Submit your application as soon as possible to ensure you receive grant approval prior to building permit issuance. 

  3. Step 3: Gather Documents

    Prepare the following documents:

    • Completed Form A
    • Completed Form A2
    • Detailed site plan
    • Approved easement encroachment agreement (if applicable)
    • Property owner authorization (if applicable)
    • Banking information
    • Construction cost estimate 
    • Any other relevant drawings or supporting documents
  4. Step 4: Submit Your Application

    Submit Form A, Form A2, and all required documents through:

When Incentives are Issued

Most grants are offered once a Building Permit has been issued.

Abatements and certain grants are provided only after:

  • Construction is complete
  • Occupancy has been granted
  • Notice of assessment has been issued

Development Incentives are tools used to direct funds and implement policy towards existing and new development opportunities. Development Incentives can also be in-kind in the form of providing services, amenities or other supportive measures.

Tax Abatements FAQ

Abatements are financial incentives to encourage development and redevelopment initiatives. Once a development is completed, it is applied as a tax credit on the property’s tax account.

Abatements only apply to the increase in improvement value and are calculated using finalized assessment values.

Note: Land value is not included in the calculation for an abatement. Also, abatements must be shown to increase the appraised value of the property by at least $500,000 upon construction completion.

Grants FAQ

Applicants must be registered owners of the property and shall not be in tax arrears for any property within the City.

Federal or territorial-owned lands, buildings or projects are ineligible for all programs.
