Requests to amend the Zoning By-law or Community Plan can be made via the CityView Portal under Apply for a Development Permit by selecting "Zoning By-law and/or Community Plan Amendment" as the project type. Note: you'll need to make an account before you can do this.

What is planning?
Planning sets the long-term vision for how land is used across the city. It guides:
- Where homes, businesses, and industry are located
- How neighbourhoods are designed
- Transportation networks and public spaces
- Environmental protection and sustainability
- Community amenities and services
City planning policies are guided by territorial legislation, including the Community Planning and Development Act.
What is development?
Development refers to building or making changes to property. This can include:
- Constructing a new home or commercial building
- Adding an addition, deck, or garage
- Changing how a property is used
- Subdividing land
Before most projects begin, property owners must apply for and receive a development permit to ensure the proposal complies with the City’s zoning bylaws and planning policies.
The fee for processing an application is paid to the City as per the Fees and Charges By-law No. 4436.
