In accordance with the Cities, Towns and Villages Act, the City provides statutory public notices here via our news:

Public notices regarding Council business are posted here and are provided for matters such as:

  1. Public hearings
  2. Special meetings
  3. Land use and zoning by-law changes
  4. Opening and closing of streets
  5. Local improvement by-laws
  6. And cancellation of council or committee meetings

What is a Public Hearing?

Pubic hearings allow the public to provide their views to Council on issues that may have a significant impact on the community or property owners. 

The Cities, Towns and Villages Act requires that a public hearing be held before Council adopts certain kinds of by-laws, like an amendment to the Zoning By-law, or a Community Plan By-law.

Notice of Public Hearing

Notice must be given before the public hearing and published in accordance with section 165 of the Cities, Towns and Villages Act in one or more of the following ways:

  • by inserting the notice at least once in a newspaper circulating in the municipality
  • by mailing or delivering a copy of the notice to the household of each adult resident in the municipality
  • by making announcements on a radio or television station received in the municipality on at least three separate days
  • by posting a notice in at least five widely separated and conspicuous places in the municipality

How can I be heard? 

Residents are encouraged to participate in statutory public hearings and may submit comments to @email.

For example, at a land use hearing, submissions should clearly state your support or opposition and explain how the proposal would affect you.

Statutory public hearings are conducted in accordance with Council Procedure By-law No. 5119 (Sections 38–46).

Written submissions must be received by the deadline noted in the Public Notice and may be submitted by:

All written submissions, including names and addresses, become part of the public record and will be available for public inspection and posted with the meeting agenda.

Anyone wishing to speak at the hearing must contact the Office of the City Clerk at (867) 920-5646 before noon on the day of the hearing.

If you cannot attend, you may authorize someone to speak on your behalf. Written authorization must name the speaker, identify the proposed by-law, be signed, and be received before noon on the day of the hearing.

Note: Public hearings will also be broadcast live.

After the Public Hearing

Consideration of Submissions

  • Submission(s) in opposition

    • Defer to a subsequent meeting; and/or, by resolution:
       
      • Direct Administration to prepare a summary of Public Hearing submissions
      • Proceed with Second Reading
      • Refer the by-law back to Administration; or
      • Refer the by-law back with directions to draft an amendment
  • Submission(s) recommending amendment

    • Defer to a subsequent meeting; and/or, by resolution
       
      • Direct Administration to prepare a summary of Public Hearing submissions
      • Proceed with Second Reading
  • Submission(s) in favour

    • Proceed to next submission, or if none, with Second Reading
  • If there are no submissions:

    • Proceed with Second Reading
