The Smart Growth Development Plan is a long-range growth and development strategy seeking the integration and application of sustainable planning and development principles.
In 2007, Council dedicated $175,000.00 to the creation of a Plan to guide the City's future growth and development. The Department of Planning and Development secured additional funds totaling $510,000.00 to support the formulation of the Plan.
The creation of the Plan involved extensive public consultation including questionnaire surveys, focus groups, workshops, telephone surveys, open houses, and a community design charrette. More than 2,000 residents participated in the development of the Plan.
On July 26, 2010, Council adopted, for information, the Smart Growth Development Plan Final Recommendations Report and four background documents.

Urban Design Initiative |
The Urban Design Initiative Final Report explores revitalization opportunity in the City with an emphasis on place-making, community branding, and neighbourhood design. |
Yellowknife Downtown Facade Improvement |
The Yellowknife Downtown Facade Improvement Guidelines was created to promote a higher development standard for the commercial core of Downtown Yellowknife and to support and guide the Facade and Site Improvement Grant Program. |
Nature Area Preservation Strategy |
The Natural Area Preservation Strategy reviews forty (40) natural areas in the City and provides a framework for evaluating, designating, and regulating development activities in such areas.

Smart Growth Development Plan Final Recommendations Report |
The Final Recommendations Report represents the culmination of the smart growth development plan process. The Recommendations Report identifies an overarching vision statement and guiding principles for the Plan as well as identifying fifteen implementation strategies. |

Questionnaire Results and Focus Group Report
The preliminary consultation stage involved a city-wide questionnaire survey and focus group sessions. The findings are captured in two background reports: Smart Growth Development Plan City-Wide Questionnaire Results; and Smart Growth Focus Groups Facilitation Final Report.
Yellowknife: 50-year Vision Report
The MetroQuest consulting team conducted eight workshops in Yellowknife, as well as offering an online workshop option, to consult the public on priorities and policies related to land use, housing, transportation, and the environment.
