Proposed Zoning By-law Amendment - RI and RI-1 Zone |
The Planning and Development Department has developed a draft Zoning By-law amendment that facilitates medium density residential development in an effort to increase housing supply that meets the need of our growing community. The proposed amendment includes two new residential zones, RI (Residential Intensification) and RI-1, and some associated changes to the Zoning By-law No. 5045. The new zones will be for properties that are ideal for new or infill residential development. It is not the intent to rezone an entire established neighbourhood for higher density development. No property will be pre-zoned under the scope of this amendment. The Proposed Zoning By-law Amendment webpage provides more details about the RI Zone and RI-1 Zone planning initiative. Currently the City is seeking your input on the proposed amendment. You can provide your input through a discussion forum and survey on the City’s PlaceSpeak page from June 14 – July 5, 2024. New Area Development Plan (Kam Lake) |
The City of Yellowknife is proposing to create a new Area Development Plan (ADP) for the area West of Enterprise Drive, and is looking for resident feedback. The plan area is bounded by Enterprise Drive to the northeast, Grace Lake Boulevard to the south, and Commissioner’s Land (part of the Interim land Withdrawal) to the west.
What is an Area Development Plan (ADP)?The Area Development Plan (ADP) will provide a vision for future development of 68.1 hectares (168.3 acres) of land. The ADP is a long-term planning policy document that sets out a vision for a community and puts in place policies and guidelines that work towards achieving that vision. Area Development Plans provide more detail than the Community Plan on the development of specific areas. They illustrate and provide policies regarding subdivision, land uses, densities, essential services and facilities, road layouts and circulation, pedestrian movements, the phasing of development, as well as other elements as identified by the City. Area Development Plans are required to follow the objectives and policies set out in the corresponding land use designation(s) in which it exists. The 2020 Community Plan identifies that the Subject Lands could accommodate light industrial and commercial development. We want to reach as many Stakeholders as possible for this important conversation. There will be multiple opportunities to get involved. Land Administration By-law No. 5078 |
On June 24, 2024, Yellowknife City Council adopted the new Land Administration By-law No. 5078 to replace and repeal Land Administration By-law No. 4596, which was adopted by the City in 2010. This new by-law is reflective of the public interest, current practices, legislation and policies. History of This ProjectDuring February 2024, the City of Yellowknife sought public feedback regarding the Draft Land Administration By-law. The City of Yellowknife thanks all residents who participated in providing public feedback regarding the Draft Land Administration By-law. Based on received comments, Administration brought forward By-law No. 5078, a by-law to repeal and replace current Land Administration By-law 4596, to Governance and Priorities Committee on May 21, 2024. The Council of the City of Yellowknife held a Statutory Public Hearing for By-law No. 5078, on June 10, 2024, view the agenda and webcast. Development Incentives Program |
The City of Yellowknife is updating its Development Incentive Program By-law No. 4534 in order to facilitate development in the City and support Downtown revitalization. A Development Incentive By-law is a tool that the City uses to direct funds and implement policy towards existing or new development opportunities. They can be monetary in the form of tax assistance, grants or loans. Development Incentives can also be in-kind in the form of providing services, amenities or other supportive measures provided by the City to the public realm with an overall benefit to an area.
On May 21, 2024, Governance and Priorities Committee discussed whether to direct Administration to bring forward a draft Development Incentive by-law – Link to Agenda and Link to webcast.
